I am 38 years old. recently i have gotten dizzy. I feel like i am "tipsy" and my head is heavy.
I get dizzy randomly. I could be laying down or brushing my hair.. just now i felt like i was about to fall off my chair. I went to the doctor but he wasn't much help. I am in process of changing the doctor.

I understand your concern.
If you are in good health otherwise and have no anemia, you are likely to have an inner ear problem like labrynthitis which is often due to a viral infection and will pass with time.
Movements of the eyes, head or neck may bring it on. So avoid movements which produce the dizziness as much as possible. Close your eyes and be still when you have the symptom.
Betahistine ( betaserc) can give you symptomatic relief.
If you are not better is a few days it may be good to see ENT doctor.
