What Causes Dry Flaky Skin Under Penis?

Question: I have been sexually active with a couple of partners over the last month and i have dry skin thats flaking on the bottom of my shaft next to my scrotum is this an std? I have phsoriasis on other parts of my body but have only developed this in the last couple days should i be worried? I've been putting cortizone on it and it seems to not want to go away?

I have no other symptoms no burning nothing that actually points to an sti or std. I'm kinda shy about sending a picture too its dry flaky skin if i scrape it off it just becomes red and irritated. I did have sex for a long period of time the day before i noticed. Both partners said they were "clean" from sti's or std. It was about 2 days ago of first sign its white dry skin i don't know how to better describe it. I've been putting cortizone on it and it seems to help.

Oh and i got checked for all stds before but i have had yeast infections in my anal area that i have gotten treatment for in the past and those burned but this doesn't

With the given description it may be due to fungal infection or psoriasis.
If you send clear photos it would be better.
If dry scaly you can apply moisturisers 2-3 times day with steroid cream

If involves inguinal , groins, anal regions it is likely fungal infection.you may need antifungal cream like clotrimazole
