                                    Brief Answer:
It can be Sinusitis and resultant post nasal drip
Detailed Answer:
Hi,
Thanks for the query.
Your wife is having problem of phlegm without cough and cold which can be because of post nasal drip because of sinusitis.
I suggest an ENT specialist evaluation and get an xray para nasal sinuses (PNS) done. A CT scan PNS may be required depending upon the findings in the examination. Please take steam inhalation twice daily. This should act as Mucolytic and melts it.

Just to add a little more, she has ENT problem to of having mild pulsating pain more frequently during cold season. We got it reviewed by three ENT Specialist & finally concluded that there is a slight increase in bone & prevention or operation will be the solution.
The remedy advised was as much as protection of ear form clod & also to avoid cool drinks, the same we continue to follow it.

Thanks for the query.
If you are following the prevention option, then mucolytic and nasal decongestants will be helpful for the present episode. And of course protection will be required to avoid frequent episodes. Steam inhalation will also be helpful.
