Noted your concern.

For non diabetic person Fasting blood sugar level is always below 100.

Fasting blood sugar 100 to 125 it is called as Impaired Fasting Glucose (Prediabetes).

& Above 125 denotes diabetes.

HbA1c -
Normal - Below 5.7
Prediabetes - 5.7 to 6.4
Diabetes - 6.5 & above.

For person with diabetes under treatment -
Fasting should be 90 to 140.
HbA1c should be below 7. 5 (Preferably below 7).

what i want to know is what a normal persons blood sugar fluctuates each day. not a fasting one

There is no standard criteria for blood sugar fluctuation.

There is no standard criteria for blood sugar fluctuation.

What has been standardized is a fasting blood sugar and blood sugar 2 hours after 75 gram glucose load called as Oral Glucose Tolerance Test (OGTT).
In clinical practice OGTT is largely replaced by fasting and post-prandial blood sugar level.

Roughly for a normal person pre-meal blood sugar level should always be below 100 and 2 hours post meal blood sugar below 140mg/dl.
Blood sugar level above this may need standard tests to confirm pre-diabetes or diabetes status.
