Question: I have a fluttering feeling in my upper chest that makes me cough. I've had an ekg and it was normal, and so is my bp and lipids. It seems to be higher than my heart, but it causes a strange sensation and it is almost constant.

There can be various cardiac and non cardiac causes for such fluttering sensations in chest.Since you are not complaining of any dizziness,shortness of breath,lightheadedness,unusual sweating or chest pain and EKG is perfectly normal,your symptoms appear to be due to non cardiac reasons.
These reasons could be ....
Stress and anxiety.
Smoking
Caffeine
Alcohol
Consumption of diet pills or anti allergies 
Hyperthyroidism
lack of VIT B 12 etc
If your fluttering is persistent,I would advise you keep a regular date with your doctor to find the cause and simultaneously take care of the factors mentioned above.
