Brief Answer:
Duration of symptoms?

Detailed Answer:

Hi,

From your description it seems like he has twitchings of the left eye lid. Most often it is due to benign reasons that need not medical attention. That being said it is worthwhile to visit a doctor and rule out few medical conditions including blephraspasm.

Ideally he needs to be evaluated by neuro-opthalmologist. But if it is hard to find one, you may consider visiting an ophthalmologist. If needed, he can be referred to a neurologist / neuro-ophthalmologist.

Hope I have answered your question. Let me know if you need clarifications.
Regards
