Brief Answer:
Yes it is normal

Detailed Answer:
Hi
Thanks again for writing to us.
If they are doing that particular kind of movement only during crying, it is normal. No need to worry.
But if they do so even when not crying, it needs evaluation.
Generally all babies move their hands and shake while crying.
If they are crying too frequently especially while passing urine, you need to get urine tested for infection.
If urinary tract infection is confirmed by urine examination and culture, your doctor will prescribe appropriate antibiotics based on the reports.
Hope I answered your question.
Wishing your twins good health and speedy recovery.

Dr Arun

Brief Answer:
For comfort

Detailed Answer:
Babies love cuddling and warmth of lap.
Another reason could be the urinary tract infection causing discomfort.
Confirm if the same is present and get it treated if positive.
