                                    Been there for 8 years doesnt change. Doesnt hurt. When i was younger i tried to cut it off all it did was to bleed a bit then promptly grew back .

White bumps on the tongue can be a couple different things. Canker sores are one thing, but these are usually painful. Transient lingual papillitis is another, but again these are usually painful. If this is painless, it is likely a small papilla, a small discolored area that looks different but is not dangerous or harmful. I would not try to cut it off again as this can cause injury without any clear benefit. I wouldn't be concerned about this as it appears to be stable and painless and not causing you any real trouble.

Yes, I took a look at the photo.
It's probably a genetically-predetermined different-looking papilla that's just a bit more enlarged and whiter than the rest. I don't think this is dangerous in any respect. An ENT doctor (otorhinolaryngologist) would be able to surgically remove it if you don't like it for cosmetic reasons.
