                                            Question : My daughter 19 yrs. has: headache, runny nose, light fever, sore throat but not scratchy, stiff neck which hurts to move side to side.  Any idea?

Since when does she have these above symptoms?How did it start?
Since when does she complain of neck stiffness?
Does she complain of tiredness?Orientation?
How is her appetite?

                                    Started with some symptoms yesterday, sore throat.
Neck stiffness early this morning.
Very tired.
A little light headed when getting into the shower, but no disorientation.

As per your description I would make a provisional diagnosis of viral infection(viral meningitis) of the brain.This is probably in the early stage of infection.
I would ask for CSF analysis and start on empirical antibiotics(cephalosporins). Suggest to consult a physician as early as possible for further examination, evaluation and detailed work up.
Nothing to panic.She will get well soon.Good luck.
