As far as heaviness in lower jaw is concerned this can be due to some reasons which include swelling in salivary glands , enlargement of lymph nodes , temporomandibular dysfunction , cardiovascular problem , Nerve compression or Dental infection (cavity , Abscess formation) . For proper diagnosis and treatment plan I need more details to help you . I would like to know the following :
1. Do you have viral infection (fever) ?.
2. Do you have any cardiovascular problem like High blood pressure ? .
3. Is there any cavity in your tooth ?
4. Do you feel pain in opening and closing your mouth or pressure in ear region ?.

Hi Dr
I do not have a fever
I do have high blood pressure (taking meds)
No pain opening or closing my mouth but my left ear is hard to hear out of kind of like when u have a head cold and your ears get plugged but I don't have a cold
I also have numbness under my left eye down to the cheekbone.

I have read your answers as you feel numbness under left eye in region of cheek bone and history of high blood pressure (taking medicines) so causes of heaviness in lower jaw might be due to inflammation of salivary gland or it can be related to cardiovascular problem.
For this I will suggest you to consult Physician for examination of Blood pressure , ECG and oral physician for Examination of Salivary gland and oral cavity to get proper diagnosis .
