Brief Answer:
Could be due to diabetes or enlarged prostrate

Detailed Answer:
Thanks for asking on Healthcaremagic.

I have gone very carefully through the details provided. Your father's blood pressure is still quite high and regular medication is required to be taken in order to keep it in control. Salt intake needs to be lowered.

Diabetes complicates the matter. This could be a reason for the high frequency of passage of urine. But I would insist you to get him an ultrasonography of KUBP (kidney ureter bladder prostrate) done since an enlarged prostrate could also be the cause of such a presentation. On the other hand, the current level of diabetes control needs monitoring and blood HbA1c level will help in the same. A proper control of diabetes could provide some relief in the symptoms.

Let me know if I could help further.
