Question : on and off inflamed vein and pain at the back of my left hand, especially when active. I am a healthy 33 year old female. Started on May 14th. I played volleyball that day but I don't think i injured myself or anything.

I've reviewed the image and appreciate your concern,

Inflammation and subsequent swelling of a vein as part of thrombophlebitis appear to be the possible cause here for this bulging inflamed vein. Obstructions to the flow of blood should also be looked for.

A doppler ultrasound of the affected limb can be advised to look for adequate flow and rule out an obstruction. Treatment would depend on the cause, but for now, NSAIDs(eg. Tylenol), local ice application and rest alone would suffice.
