I presume you mean perinium, an itchy and red perinium is most likely due to fungal or mixed (Fungal+bacterial) infection. This is the most common cause. You will benefit from keeping the area dry, and applying iodine solution twice a day and also an antibacterial and antifungal combination ointment twice a day for at least 4 weeks.
