Question: I have a red spot on my calf that is a little scaly and itches all the time. Been going on for months. Is there a way to stop the itching?

Treatment depends on what the rash is caused by.

Detailed Answer:
It is hard to know what your rash is from your description without seeing the rash.

Some possible causes and treatments:

Fungal infection such as ringworm - treatment is over the counter Laminal or Lotrimin, which you can get at any pharmacy.

Basal cell cancer - this needs to be evaluated by a doctor in person and removed.

You can try over the counter hydrocortisone cream for the itching, but if it has been going on for moths, and if the hydrocortisone cream doesn't resolve the spot, I would advise that you go in to see a doctor.
