What Causes Itchy Bumps Above The Left Knee?

Question : I have a cluster of tiny bumps right above left knee. sometimes it itches. every now and then over the years, I would get that similar thing on my lip. I have put the same thing that I put on my lip for cold sores on the area and put a bandage on it. is still there after 5 days.
