It could be pearly penile papules or balanitis or subcutaneous lump or small boil or cystic acne or herpes but it is very difficult to comment exactly without clinical examination of the lesion.
So,can you please take a clinical photograph of that pimple like bumps or boils and upload it so that i can have a better diagnostic view.
