Question : Rash growing itches and a little swollen on neck moving up towards face. What should i put on it.

I have reviewed the attached photograph and it is looking like an allergic reaction.
If I was your treating doctor I would recommend you to apply cortisone cream on the affected areas twice daily and take tablet cetrizine 10 mg twice daily for 7-8 days.
This should resolve the rash.
