What Causes Itchy Red Dots On Head Of Penis?

Question: i have red dots on head of my penis. they are almost skin red. head looks a little swelled. on rim skin there is swelling and red area causes itching. becomes more red during sex with wife. doctor suggested candid b cream for week time. after its use everything become normal in two days. after stopping the use they reappear in 2 days. kindly suggest
