Brief Answer:
Very unlikey due to hypothyroidism

Detailed Answer:
Good day,
Noted your concern. Rarely a skin rash develop along with swelling in diabetes mainly in shin area of legs which is called as pretibial myxedema. However, the rashes what you are having is unlikely to be due to this. Besides, this rash is ore common in Hyperthyroidism.

Since you have been taking Synthroid for several years with any probem, the rash is unlikely to be due to synthroid as well. Your doctor has prescribed cortisone ointment which means the rash is likely an allergic type which will fade away with time.

Binu
