Question: Itchy red welts on elbow and feet woke up with them had my dorm room checked for bed bugs they say nothing there if I cover up at night no problem when exposed problem

Some exposure, probably insects

Detailed Answer:
It sounds like there is something in the room that is biting you or causing you to have an allergic reaction. If you do not see any insects in your room then just try using some insect repellent at bedtime and see if the problem resolves. If it does then you may need to try and get the room fumigated to get rid of whatever is bothering you. If it is not insects then there must be something in the room that you are having an allergic reaction to. That could be harder to sort out, but it really sounds like you have some sort of insect bites. Benaryl can help with the itching as can keeping your skin cool and moisturized.
