Question : I am getting light brown cirlces (dots) about the size of a cigarette burn on my arms on the inside by the bend it strted a couple of summers ago while on a motorcycle trip . I thought I had a sun burn but now I know its something different, it has spread to my other arm now also

From your history and description, the possibilities I can think of are Seborrhoeic keratosis and Actinic keratosis. Both are non cancerous lesions arising from the epidermis, the superficial layer of the skin.
