Question: IF my TH level is Low but my other Thyroid test were normal what is it that could cause the low TH level?

I can understand your query.

In thyroid pathologies the TSH level is the first that changes, than in a more advanced stage change the FT4 and FT3.

This stage is called subclinical hyperthyroidism.
The most common causes are Graves' disease and nodular goiter.

In both cases there is an over production of the thyroid hormones (Ft4 and Ft3) that causes a suppression of the TSH level (hormone produced by the pituitary gland).
