I was able to view the picture. It looks like you have a small midline swelling in the neck which can be a thyroglossal cyst/ dermoid cyst/ lipoma. This can be diagnosed by clinical examination and ultrasound or CT scan of neck.

If I were your treating doctor I would order an ultrasound scan or CT scan of the neck after physical examination. Please consult your local doctor and discuss about it.
