Question : I have a few small lumps around my anus (about an inch away) and some just on the edges of my lips (vagina) they are quite hard but tiny. Almost like pin head sized. My partner doesn't have them. Could they be genital warts

As per your description, they look like Warts.
They are caused by Viral infection, Human papilloma virus.
I prefer to remove them by Electrocautery after giving Local anaesthetic.
Please consult a General surgeon/Dermatologist, get examined clinically and proceed accordingly.
