As per your description, it looks like Varicose veins.Dilated and tortuous veins are called varicose veins. Most of them are soft and compressible when they are pressed.
I would like to have some more information. Whether surgery was done for Varicose veins? Please give details of the treatment.
I would also like to see the swelling near the ankle. Please attach a picture.
In my opinion, you should get Colour doppler of the affected lower limb.Exact diagnosis will be confirmed. Now a days,good results are seen with LASER treatment of varicose veins.
Till then, use elastic crepe bandage for the lower limb.
