Question: I have a mild (painless) sometimes rhythmic tingling in the area of my penis. It feels like a vibration almost. It is not painful, but is noticeable, especially when I'm sitting still or lying down.

Tingling penile sensation with no associated trouble or complaint is innocuous. Posture and prolonged sitting may also cause that too.
Urinary ascariasis, urinary tract infection, some neurological issues like conus medullaris or cauda equina issues but least likely if no neurological history. Urethral infections or prostate enlargement may also present this way. Lower back muscle spasm and strain may also cause that.
Nut shell it needs a little detailed history and physical examination and assessment of the scenario for a better management.
Seeka urologist for further management. No symptoms and complaint makes it innocuous but there is no harm in getting evaluated.
