Brief Answer:
seems to be cremasteric reflex as per your description.

Detailed Answer:
Hi,
Welcome to HCM,

I have read your query,

From your the facts you have posted here, it seems to be Cremasteric reflex where testicular movement can be seen in scrotum. This is normal. Mostly, there is nothing concerned. However,it must be clinically inspected to rule out any other abnormality.

Also, I will need some more information about your son,

Is there any pain or swelling over scrotum which is associated with this testicular movement?

Regards,
