Brief Answer:
Get examined and evaluated as advised under a neurologist

Detailed Answer:

Hello,

The symptoms in hand may be due to cervical radiculopathy or carpal tunnel syndrome.
The X-ray shows decrease in disc space and osteophyte suggestive of degeneration.
Lower limb symptoms may be age related neuropathy or deficiency neuropathy.
You should get him examined by a neurologist.
MRI cervical spine may be required along with nerve conduction study.
Blood investigations like blood sugar, vitamin B 12, myeloma proteins and liver profile should be done.

Hope you found the answer helpful. Do get back to me for further information.
