I have gone through your query and understand your concern. He may be having cervical disc prolapse , due to this he is having pain and stiffness of neck and arm muscles. Treatment of it is rest and analgesic such as ibuprofen for pain relief.
Second possiblity can be cervical spondylosis. Glucosamine and analgesic are beneficial in it.
You can diagnose and further investigate by MRI of cervical spine.
I also advise to get vitamin D level as vitamin D deficiency is important cause of such pains.
