Question: pain over lower genital area and muscles very sore. can't lift anything and any movement of limbs very sore?

I read your question and i understand your concern. Pain in lower genital area and muscles is likely due to a pinched nerve. Take some flexeril and advil and rest for a while. Avoid lifting heavy weights, maintain good hygiene and wear loose airy undergarments preferably cotton as some times a jock itch or fungal infection groin can also cause it. Apply some topical pain killer creams over the area as well.

if the pain persists for a few days despite rest and painkilers, then let a doctor have a look, do some radiographs, get an MR scan of spine and hip and see if there is any nerve trapped somewhere. Keen eye for any local pathology should also be kept.

Now that you mentioned it, i believe its nor hernia as that is always a protrusion and felt in scrotum , and increase with coughing. The obturator hernia can cause such groin pain but again that is almost impossible in men so not likely. Its likely a musculoskeletal pain and should subside.
