Brief Answer:
There are other options.

Detailed Answer:
I read your question carefully and I am sorry about the pain you have been experiencing.

Endep which you have tried is a valid alternative but since you have been feeling many side effects I guess other alternatives should be tried. Valium as you say yourself doesn't do much and in fact is not commonly used for neuropathic pain.
In term of medication the most used alternative for neuropathic pain are some anticonvulsants. The first choice ones are either gabapentin or pregabalin.

If those do not work another option is local injection, or nerve block as it's called, injecting near the compression site of the occipital nerve a shot of steroids and anesthetics. It is effective and its action can last for months. Afterwards it might have to be repeated though.

If the cause is neck spine degenerative disease physical therapy can help as well. There are also other options like accupuncture which (while might not have many studies conducted by traditional medicine to prove its efficacy), has been effective in some of my patients.

I remain at your disposal for further questions.
