Question : I am having pain under my feet on and off. Is this a symptom for diabetes

The on and off pain under your feet is not a sign of diabetes. But it can be due to either a tendon infection following excessive walking or bad posture or a corn (hardening of the skin of sole at a point) or a calcaneal spur (a bony out growth near the heel).
I would suggest that you show it to an orthopedic once for a clinical evaluation to help reach a diagnosis and subsequent management.
