I understand your concern.
You should consider first a urinary tract infection. You can rule that out by doing a urine analyse and a urine culture.
Also, one thing to consider is that the STD tests are 55% sensitive, which means that in almost half of the cases they may come negative, but if the person has symptoms, he should take the treatment anyway.
If you have been sexually active, with a new partner recently, or multiple partners, so basically with a high risk of having a sexually transmitted disease, then you should tell your doctor to give to you the empiric treatment (treatment for STD without confirming with labs).
One other problem to consider is Herpes Zoster. But if that is the case, you should notice vesicles in the tip of your penis.
If worse or not better, I would recommend seeing a local doctor.

Thanks for getting back to me. I have a confirmed appointment tommorrow to get my urine sample tested to rule out a UTI. Once i get confirmation of my result i will get an appointment with my doctor. I have no other signs or vesicles on the tip of my penis. I just get a constant burning pain and irritation inside of it wven when i dont touch it. Symptons just seem to be inside the shaft as shown in the picture. Based on your experience and from the picture what do you think it might be?

I saw your picture and I read your question carefully.
All the diagnoses I mentioned above may be possible.
--It may be a urinary tract infection (bacterias get attached to the wall of the urethra and that causes inflamation and burning)
-- It may be either Gonorrhea or Chlamydia (the tests only half the times get negative when it is for real negative)
-- It may be herpes (this is less likely though, because the vesicles would be visible if that was the case).
