Question : As you will see in the attached picture. I have developed a painful blister-like thing at the base of my glans. The blister hurts when pressed and it feels like it has a substantial mass under the skin. I am particularly worried because approximately 5 weeks ago I had sex with a person that I met that night and during intercourse the condom broke. What do you think that blister might be? Can it be STD-related? How should I treat it?

I saw the picture sent by you.
The lesion does not seem to be a blister (a cavity filled with fluid). It appears like a growth. Possibility of a genital wart (a STD) is there. Other possibility is a polyp or pappiloma. It is hurting you as it is secondarily infected with bacteria (manipulated?). It can be tackled by many ways from chemical cauterization, cryo surgery, electro desiccation, immuno-modulation and surgery. Your surgeon or physician will decide the most appropriate approach for the treatment of the same after a careful examination. Biopsy of the lesion is preferred. So consult your doctor and he will guide you better.
