Brief Answer:
likely urinary tract infection with acute gastroenteritis

Detailed Answer:
Hello,
Thanks for asking on HCM.

I have read your query and understand the problem of painful urination, cramps and diarrhea .

As per the facts you posted here, your husband might be having urinary tract infection (likely bacterial) with acute gastroenteritis (mostly viral or sometimes bacterial) because of which he is having loose motions, cramps and painful unrination.

But before taking any treatment,he should undergo routine blood works, electrolytes with stool and urine examination for routine and culture to detect the underlying causative organism.

However, you may give him below mentioned treatment.

1) Start giving Probiotics (like lactic acid bacillus-double strength tablets) three to four times daily to restore the normal bacterial flora which are available over the counter at nearby pharmacy.

2) Give him lots of fluids (water) and fruit juices throughout the day which will be helpful to avoid fluid-electrolytes imbalance.Coconut water will be more useful to prevent abdominal cramps.

3) He can also take sachets of WHO Oral Rehydration Salts mixed with water to maintain electrolyte balance.

Give Liquid citralka 2TSF three times daily with water if there is burning sensations during urine.

4) No oily or spicy foods or even avoid routine diet for initial few days.

Cap.PANTOPRAZOLE 40 mg Before breakfast if he has gas trouble which are available over the counter.

5) Antibiotics (NORFLOXACIN-TINIDAZOLE combination would be preferred) will be needed to combat likely urinary infection and diarrhea for which you will have to see some local physician who will know about it and may prescribe you.

Hope this helps. Let me know if you have more questions.
