Question : Over the past 7 hours I have had painful urination. Constantly feel like I have to urinate and in the last hour and a half there is what looks like clotted blood. I am only able to urinate a small amount and the pain is acute in the penis

You are concerned about having blood and pain on urination. From these symptom you have a urinary tract infection. You will need to be seen by a medical provider have a urine culture obtained and started on oral antibiotics.
