I'm sorry about this. The pain may be due to an infection. This is more likely if he is uncircumcised but can occur even if circumcised. If there is redness and swelling, it may be due to a fungal/yeast infection, which would be treated with an anti fungal such as clotrimazole, or if it looks bacterial, an antibiotic might help.
If there is no redness or inflammation, it may be due to inflammation of the mucus membranes or other irritation in which case drinking more water and avoiding acidy or spicy foods for several days may help (no tomatoes, citrus, etc). Also, no masturbation.
My concern is if there is any swelling as if this gets worse, it can cause further difficulty urinating. And for this reason, it might be a good idea for him to go in to be seen in person to get this sorted out.
