Question : I have a blood clot near to the big vein just below the penis head. There is not any pain. I noticed this while i cleaning after a masturbation. Not sure whether it was there before masturbation or not. Could you advice what should I do about this?

The blood after oozing a bit , has now clotted.

This isn't a big issue to be concerned.
