Question : I am having periodic pain and spasms olong the outer edge of my foot.

Good you tried ice and heat.
Also use a pain rub.
If that does not work it could be plantar fasciitis which will require a course of anti inflammatory drugs and a silicon cup for your shoes---prescribed by your doctor.
