What is the duration of this pigmentation?
Is it associated with itching or burning or any other symptoms?
Is your father having varicose veins or history of eczema?
Is there history of prolonged walking and standing in your father?
Is he having any thyroid disorder, liver disease or is he obese?

Pigmented purpuric dermatosis and its management

Detailed Answer:
According to your history and the uploaded pictures this is pigmented purpuric dermatoses.
It is due leakage of blood in the skin and hence the pigmentation.
It is seen in persons with eczema, varicose veins, liver or thyroid disorders but in many cases it is idiopathic that is without any cause.
If I was his treating doctor I would recommend him to apply cream containing fluticasone diluted in a moisturising lotion like venussia lotion or moisturex soft lotion in the ratio of 1: 3 on the affected areas twice daily along with tablet calcium dobesilate 500 mg twice daily for 4-6 weeks.
It will take time to resolve and the treatment should be under the supervision of the doctor.
Along with this I would recommend him to keep his legs elevated by placing a pillow beneath them while lying down and also avoid prolonged standing and walking.
These are prescription drugs and he needs to see the doctor in person to get them.
