Question: Yes. Periodically blood pools under the skin on my forearms. The blood parches can be as big as 1 inch across. I treat them with skin lotion and they go away in 2-3 weeks. THs has been going on for five yerars.

Bruising is the collection of blood under the skin, also called hematoma.
A bruise will present as an area of bluish/purple discoloration.

Easy bruising is very common in elderly. This is due to age related fragility of blood vessels underneath the skin. Un-noticed/ trivial trauma like bumping into an object can trigger such bruising.
If you are on medications that affect blood clotting like Aspirin, Coumadin etc, then you will be even more prone to bruising.

The best way to prevent bruising is to be careful and prevent falls, bumping on to furniture etc.
If bruise develops, you can apply ice in the area at least 4 times a day. This will help speedy reabsorption of the bruise. In most cases, the blood collection will be reabsorbed in 2-3 weeks like in your case.

That being said, recurrent bruising require further evaluation to rule out possible underlying disorders. I recommend that you undergo testing for complete blood count, bleeding/clotting time, liver function test and complete metabolic profile.
