Question : I have had a urine test and was told there were white cells in my urine and they put me on cipro . I have a history of bladder cancer .I have a lot of pressure on my bladder. should I be concerned.

Presence of pus cells in urine is suggestive of urinary tract infection.
An antibiotic will treat the infection.
The urine sample should be repeated after completion of the antibiotic course to look for clearance of pus cells.

Since, you have a history of bladder cancer in past, I would suggest a urine cytology to look for presence of malignant cells.
In addition, an urology opinion should be taken to clinical assessment as well as cystoscopic examination.
Any symptom should be taken seriously to rule out possibility of recurrence.
