Question : Noticed this on my shoulder. Should i see a doctor?

Well looking into your problem I would like to tell you that it looks like a mosquito bite and I think you can wait for it to settle down on its own . But if it increases over and new lesions appear then probably you will need to see a dermatologist for this .

Its not itchy like a bite and i believe its been there for more than a couple of days. Its also a little raised from the skin.

Could it be a melanoma? Should i be worried? Or can i wait to see if it goes down?

Less likely to be so as there is no pigmentation but until and unless seen in person cannot be commented upon . You should not worry but just find out the cause . As you say that its persisting for long and it is not settling on its own so it needs evaluation.
