                                            Possibility of Inguinal Hernia has to be ruled out.

Raised oval shaped lump and incomplete emptying of bladder is mostly due to Left Inguinal Hernia secondary to Enlarged Prostate which is common at this age.However it can be confirmed only on clinical examination by a qualified General Surgeon or Urologist.
Please consult qualified Urologist for clinical and digital rectal examination and get following basic test done to confirm the diagnosis.
1) Urine Routine
2) Ultrasound Scanning of abdomen and pelvis with specific mention of post void urine volume.
3) Serum PSA.
4) Uroflometry
Further treatment will depend upon the results of these tests and final diagnosis.

Thanks for follow up and apologize for my mistake .
The lump on left side of perineum that occurs only while urinating and bowel movements could be mostly due to Femoral Hernia which can be confirmed only by clinical examination by a qualified General Surgeon and Ultrasound Scanning of abdomen and pelvis.
