Hello
Thanks for the query and photographs.
It is looking like skin tag.
There is nothing to worry it is not a dangerous condition and can be easily removed using LASER.
You can meet a dermatologist if you want to get it removed.

Could this mean I may be diabetic, it runs in my family, and would it cause a Little itch feeling because my penis is pushed in most of the time and maybe because of hygiene? And it's been there for quite some time now ? And I'm posting another picture of white bumps on my upper lip that feel dry can you tell me what it is I been really stressed out
And will it cause some sort of irritation because I shave down the sometime
I also went to an urgent care yesterday because I been really worried, the doctor took a quick look and said it was a plan oh wart that doesn't look like an std, but he also seemed very rushed, and just looked at it real quick, I know your specialty is in skin and said it's a skin tag I'm just very confused and nervous about the whole situation

Brief Answer:
You are safe

Detailed Answer:
Hello
Thanks for the follow up and fresh photographs.
Just relax you are totally safe.
He must have told you wart.
An occasional wart is very common and is harmless.
Both wart and skin tag look similar and can be differentiated only by touching.
These are harmless and can be easily removed using laser.
Skin tags are present in more than 60 % individuals.
If a person has more than 100 skin tags he should be screened for diabetes.
There is nothing to worry at all.
Let me know if you have any other doubts.
Thank you
