                                            Question : hi, I have developed this rash on my inner thighs. I just started tonight to use Hibclens soap. what is this rash called?

You seem to have developed an allergic skin reaction .
I would like to know since when have you developed this skin rash?
Did it develop after using the soap or you had it earlier too?
Any associated itching or pain? 
Have you been applying any other oil or cream over the affected areas?

No, this happened before I starting using the soap. Well actually I use that soap all the time, every time I shower & like I said I have been for a very long time.
It does not itch at all but is some what uncomfortable.  I wouldn't go as far as to say pain but it' s certainly uncomfortable. 
Even with the very small scabs, don't know if you could see those but I have scabbing as well in that area you think it might be an allergic reaction?
I have some Bactrim antibiotic & Muprocin ointment, would that help?  Would you like better/more pictures?

Hi again 
The rash surely has an eczematous look. 
It would be great if you can provide me some more pictures. 
I suspect that the scabbing has probably developed due to scratching of the area. 
Are you sure that there is no itching and you have not been scratching or touching the area?

                                    Hi Dr. No it does not itch at all... I shouldn't say not AT ALL but like 2x maybe for 5 seconds.. nothing excessive at all or really even minor. yes you are right I did mess with it to see if the dots had puss or if they could be popped or something. I also pulled off a scab or two. I am attaching better pictures. thank you SO MUCH for your help. I sincerely appreciate it.
A few times it may have itched very briefly, for 3
seconds & I did pull off a scab or two. I can send some buh better pictures but cannot find how to attach them.

Hi again 
I have had a closer look at the pictures. 
I am still in favour of an allergic or eczematous skin reaction. 
You should apply a mild topical steroid cream like cortisone over the affected areas twice a day . 
Try not to mess with it anymore. Avoid touching or scratching the area.
Do not apply any other cream or oil over it .
In addition you can take some oral antihistamine tablet like claritin once a day .
It should get better in two to three days. 
In case after the allergic component heals up, there is any evidence of any bacterial or fungal component, you can follow up. But currently , I am of the view that you might not need any further treatment after this.
