What Causes Rashes Below Knee In Both Legs And Very Dry Skin?

Question: i have rashes below my knee in both my legs.If i scratch it , it will become white colour.some dead cells are coming out. Is it because of dry skin or any other serious issue? How can i identify its normal or abnormal ?
