Question : i have rashes below my knee in both my legs.If i scratch it , it will become white colour.some dead cells are coming out. Is it because of dry skin or any other serious issue? How can i identify its normal or abnormal ?

Definitely the skin is dry and therefore the white scratches and dry scales that come off when you scratch it.
