Question : I have been recently breaking out in a rash that comes and goes. Mostly on my hpper torso and underside of my arms

Hello,

Atopic dermatitis is the likely cause. Topical calamine lotion with olive oil should be applied upon the onset of the rash. If there is itching associated with it, then antihistamines such as Cetirizine or Hydroxyzine should be prescribed with it. Wear loose cotton clothes if possible.
