Brief Answer:
Signs of a fungal infection..take treatment

Detailed Answer:
Hi

Small cuts over the penile prepuce could be suggestive of a fungal infection called candida.
You need to keep the affected area clean and dry.
Apply a topical antifungal cream like clotrimazole over the affected area twice daily .
Wash with lukewarm saline water twice daily before applying the medicine.
You might need a course of oral antifungal agents like fluconazole if the condition persists.
Also it is important to treat your partner too if she has any signs of candida infection.

Hope it helps
