Most probably muscle spasms, vascular /hematoma. USG will help.

1. The small neck lump which appears and disappears on the front of the neck is most likely to be a muscle spasm or a vascular mass. The hard lump on the front of the shoulder is most likely to be a muscle spasm or a hematoma secondary to the shoulder workout.
2. You have not mentioned if both these lumps are on the same (right) side. If you can upload close-up images of these lumps, it will help. Otherwise a direct examination and palpation along with a USG (Ultrasound) will settle the diagnosis.
3. Meanwhile stop your shoulder workouts and apply heat fomentation to the areas. Further treatment will depend upon the type of lumps.
